Ronald Reagan was a big proponent of the highway user fee

In a new blog post, American Trucking Associations digs up an old national radio address delivered by President Ronald Regan in 1982.  In the address, he makes a strong case for raising the highway user fee as the most effective solution to maintaing America's roads and bridges.  President Reagan twice signed an increase into law.
